Try asking your maintenance chap to weld up a bracket that can be driven into the ground that fruit or veggie pieces can be hung from. This will encourage the torts to browze upwards. The food will also swing about from side to side and keeps them busy for hours.
Whole/halved fruit and veg (ie melon, cabbage, etc) will also keep your torts busy. Just be careful not to overdo the fruit for most species. If you see your torts battling to break through the skin of an awkward fruit (eg, whole apple), help them a bit by scoring/slicing the skin of the fruit a bit. This will make it a bit easier for them. They may lose interest in this type of enrichment if you don't do this.
